A new trend is Bag Toppers - where there's a decorative folded 'topper' that slides over the handles of a gift bag and covers the contents inside. Rather than having tissue paper sticking up through the open bag. So, I had a go at making an elf themed bag topper for Christmas...here is the result.  Here are the paper pieces I used:

I need to know how the slot is made to go over the handles of the gift bag. What kind of punch or tool is used? I am beside myself because I cannot find out this information!!! Please help!!! Your comment will be posted after it is approved.
